BenefitsThis is a brief outline of the benefit programs available to Kittitas County employees. Employees working in positions categorized as "full-time" or "part-time" are normally eligible for all benefit programs. Part-time positions are those regularly working at least 20 hours per week. Other categories of positions are normally excluded from benefits. More detailed information is available in plan booklets, brochures, and at the Human Resource Office.
Healthcare InsuranceThe County is a member of the Washington Counties Insurance Fund (WCIF). Eligible employees may choose coverage for themselves and eligible family members from the plans offered by the vendors listed below. Coverage will begin for new employees on the first day of the month following their date of hire. If employment begins on the 1st of the month, coverage begins on the date of employment. Medical

Life Insurance & Supplemental ProductsThe County offers access to a basic life insurance plan through The Standard as part of the core benefits program. Supplemental products are available for eligible employees who choose to purchase them through AFLAC, Allstate, Colonial, and The Standard. These products include:
Insurance PremiumsBenefited county employees are required to participate in the County's group insurance plan by purchasing coverage for themselves (medical, dental, vision, and life). Dependants may be voluntarily covered at the employee's expense, following eligibility and enrollment rules. The amount contributed by the County toward benefit premiums vary between employee groups and collective bargained agreements. Currently, employees not covered by a collective bargaining agreement receive $675.46 monthly with which they must purchase their coverage (medical, dental, vision, and life). Any monies remaining may be applied to the purchase of dependant coverage or placed into a VEBA savings account. ** Line Deputies are currently covered under the Washington Teamsters Welfare Trust. Employee Assistance Program (EAP)Through the Employee Assistance Program (EAP), Kittitas County provides confidential access to professional counseling services for help in confronting personal problems such as substance abuse, marital and family difficulties, financial or legal troubles, and emotional distress. The EAP is available to employees covered by a medical plan and anyone who resides in the employee's household. The EAP offers problem assessment, short-term counseling, and referral to appropriate community and private services. These services are not provided directly by Kittitas County, but are contracted with an outside agency specializing in counseling and referral. There is no cost to covered employees or those residing with the employee to consult with an EAP counselor. If further counseling is necessary, the EAP counselor will outline community and private services available. The counselor will also let employees know whether any costs associated with private services beyond EAP may be covered by their health insurance plan. Costs that are not covered are the responsibility of the employee. Leave BenefitsBenefited county employees will participate in each type of leave plan. The amount of leave an employee may accrue and bank will vary between employee groups and collective bargained agreements. Types of leave include:
Retirement PlansMost benefited county employees are eligible to participate in the Public Employees Retirement Plan (PERS), Public Safety Employees Retirement Plan (PSERS), or the Law Enforcement Officers' and Fire Fighters Retirement Plan (LEOFF). Plans are administered by the Department of Retirement Systems (DRS). Both PERS and LEOFF offer multiple plan programs. Which plan and program an employee participates in will depend upon the type or work they perform and the date that they entered public service. Participation in a DRS program is mandatory for all eligible employees. Both the employee and the County contribute to the plan at a rate set the by State legislature. For more information regarding DRS you may visit their website at http://www.drs.wa.gov/. Employees may voluntarily participate in a choice of deferred compensation plans sponsored by the county and may defer funds from their pay checks not to exceed an amount set each year by the Internal Revenue Service. Taxes on the deferred amount are not payable until the employee actually receives the income. Employees may choose from the deferred compensation vendors listed below.
